You’re probably looking for scissors for tailoring. However they can be a bit hard to find if you don’t know where to look.
Scissors can also be used as a weapon and can be attached to a Crafted Spear with 2 units of duct tape
1. Pharmacy
Head into the back room of the pharmacy and check the counters/cabinets.
2. Hospitals
There’s several areas to check in a Hospital. Check counters/cabinets and desk draws. Scissors can also be found in metal shelves in storage rooms.
3. Schools
Head into the classrooms and check student desks, there’s a whole bunch of them so you’ll likely find scissors in one of them.
