White Dyestuffs and Black Dyestuffs can be crafted with Neutralizer in Ragnarok Mobile. Just speak to Medici the Hair Dye crafting NPC in Morroc.
Dye Crafting NPC
Dyestuffs Crafting has been moved to the Prontera Item Fusing NPC.
Medici the Dye Crafting NPC can be found in Morroc (See Above). She is in the lower right section of the main city situated in the Northern area of the Morroc map. You will find her standing next to the Item Shop NPC.

Neutralizer
Both White Dyestuffs and Black Dyestuffs require Neutralizer to craft. You can purchase it from the Event Items NPC in Prontera (See Above). You will find him just south of the Prontera fountain.
Alternatively for those with the Monthly Premium Neutralizer is also available from Kafra Co Pet Labor.
